Peoria taxpayers work hard for their money. They have every right to expect that public funds will be spent responsibly, transparently, and with meaningful public oversight. Yet in recent years, we have watched millions of taxpayer dollars be committed to development projects while citizens have had little opportunity to influence the decisions being made.
The issue is not whether economic development is important. It is. The issue is whether taxpayers are receiving fair value for their investment and whether major decisions are being made in a manner that is open, transparent, and accountable.
What troubles me most is the concentration of authority over significant development decisions within the city administration. When millions of public dollars can be committed without robust public debate and direct accountability from elected officials, citizens are right to ask who is truly responsible for protecting their interests.
Government works best when decisions are made in the open, not behind closed doors. Taxpayers deserve to know who is making decisions, why those decisions are being made, what risks are involved, and how success will be measured. They deserve more than presentations after the fact. They deserve a voice before commitments are made.
Art Miller understands this. He understands that transparency is not an obstacle to progress—it is a requirement for good government. He understands that economic development should benefit the entire city, not just a select group of projects or interests. Most importantly, he understands that elected officials should be accountable for how public money is spent.
Peoria is a great city, but great cities require trust between citizens and their government. That trust is weakened when taxpayers feel excluded from major decisions and expected to simply accept the outcome.
