“With 33 years of emergency services experience—beginning as an EMT and retiring as a Battalion Chief with the Redlands Fire Department in Redlands, California. I am writing to express my concern regarding current emergency response deficiencies at Lake Pleasant. Since relocating to Peoria nearly six years ago, I have observed recurring life-safety incidents at the lake with growing apprehension. My background as a firefighter and paramedic reinforces the critical importance of the “Golden Hour,” the essential window for transporting trauma patients to a trauma center for life-saving intervention. Having traveled Highway 74, I find it difficult to justify dispatching fire apparatus from Bell Road and 91st Street when trained personnel, equipment, and a fireboat were previously stationed on-site. For this reason, I endorse Art Miller for Mayor of Peoria.
Mr. Miller has dedicated his career to public service and possesses the expertise necessary to lead a municipality such as Peoria. As Assistant City Manager, he demonstrated the ability to collaborate effectively in the best interest of residents. Furthermore, Peoria’s lack of helicopter medical transport is particularly concerning. Although call volume may be lower than in more densely populated areas, fire department response protocols are designed around a four-to-six-minute arrival radius. Municipalities should regard this coverage as a safeguard against loss of life and property. The current arrangement—in which personnel trained in water rescue and boat fires remain idle while crews are dispatched from distant locations—does not adequately protect Peoria residents and visitors to the lake area. Mr. Miller understands these challenges, having overseen Fire Department operations and Information Technology as Assistant City Manager. Effective leadership is essential at this level of government, and Art Miller is the Mayor Peoria requires.
The projected development at the Amkor complex is expected to increase demand for municipal services. The City of Peoria should avoid using political leverage, such as withholding services, to obtain alternative funding for emergency response in Lake Pleasant and neighboring areas. “

The issue is not whether economic development is important. It is. The issue is whether taxpayers are receiving fair value for their investment and whether major decisions are being made in a manner that is open, transparent, and accountable.
What troubles me most is the concentration of authority over significant development decisions within the city administration. He understands that economic development should benefit the entire city, not just a select group of projects or interests.
