Peoria taxpayers work hard for their money. They have every right to expect that public funds will be spent responsibly, transparently, and with meaningful public oversight. Yet in recent years, we have watched millions of taxpayer dollars be committed to development projects while citizens have had little opportunity to influence the decisions being made.

The issue is not whether economic development is important. It is. The issue is whether taxpayers are receiving fair value for their investment and whether major decisions are being made in a manner that is open, transparent, and accountable.

What troubles me most is the concentration of authority over significant development decisions within the city administration. When millions of public dollars can be committed without robust public debate and direct accountability from elected officials, citizens are right to ask who is truly responsible for protecting their interests.

Government works best when decisions are made in the open, not behind closed doors. Taxpayers deserve to know who is making decisions, why those decisions are being made, what risks are involved, and how success will be measured. They deserve more than presentations after the fact. They deserve a voice before commitments are made.

Art Miller understands this. He understands that transparency is not an obstacle to progress—it is a requirement for good government. He understands that economic development should benefit the entire city, not just a select group of projects or interests. Most importantly, he understands that elected officials should be accountable for how public money is spent.

Peoria is a great city, but great cities require trust between citizens and their government. That trust is weakened when taxpayers feel excluded from major decisions and expected to simply accept the outcome.

I support Art Miller because I believe Peoria needs stronger fiscal oversight, greater transparency, and leadership that welcomes public scrutiny rather than avoids it. Our tax dollars belong to the people of Peoria, and the people of Peoria deserve a seat at the table.”

With my position as a Deputy Chief of Police, I was one of Chief Miller’s direct reports. In my 40 years in Law Enforcement, he is by far the best person I have ever had the privilege of working for. He had knowledge and skills that he was willing to share to make employees, the Department and the City a better place. Art was approachable and would have lengthy discussions with us, allowing opposing opinions without retribution. The fact that he would allow discussion before deciding the outcome says allot about how secure he is with his management style. He brought forward programs aimed at improving relationships with West Valley Partners, the Community, and all City Departments. Employee Wellness, addressing staffing issues, hiring, training, recruitment and technology advances were just a few improvements that he made.

On a personal level, I have not met a finer man! He is a great husband, father, mentor and friend. He is the person that you can call anytime, anywhere for any reason and he will be right there to assist. I have no doubt that he would be a great Mayor and galvanize the City of Peoria in short order. He has led many large and small organizations with successful innovations producing beneficial outcomes. Most people will not know about his accomplishments, due to his humility. When you talk with him, he listens. His campaign slogan (A Promise to Listen) is more than that, it is the way he lives his life.
